What obligations regarding renting a house?

I would like to ask for your opinion below. I have been renting a house for more than 7 years. In August, I received a letter from the owner informing me that he no longer wants to pay the cost of water, gas and electricity. Terminates services as of September 1st. In an unpleasant situation and in a short time, I successfully concluded the contracts in my name.
In the following month, I transferred the rent without the water, gas and electricity costs specified in the contract. To which I was informed that I had not paid the full rent. (The agreement includes 185 Euros. Inflation of 4.1% has also been added this year. This amount can now be 192.58 Euros.) As I was puzzled by the situation, I asked for an explanation. I got an interesting answer.
The explanation is as follows. You never really paid for energy, the fee in the contract (you pay a real small fee through the rent each month) does not reflect the real energy costs, because it's too low (25 euro for electricity and 10 for water I tjink). I paid the water and energy bills all those years that you have rented the house. Normally each year you should have reimbursed me for the costs I made, but that never happened, because its very hard keeping track of the costs. Every month I paid more than 200 euros for electricity and water for Wold 19-19. You never reimbursed me for that. Furthermore the rent you paid was too low. We had a formal taxation done about the rent you should pay. Even now you pay less than we should charge formally. You cannot expect to be paying 850,- euros for renting that house, that is too low and not realistic. The formal rent is 1050,- excluding energy costs. If you want you can lower your monthly energy costs, because the energy company will charge you more costs per month for energy than you actually use. At the end of each year they will reinburse you for charging you too much. But to lower your costs you have to open an account after a few months and then you can see how much energy you actually use and the monthly cost. Then you can adjust your monthly fee to reflect the amount of energy you actually use each month.
I have experienced a similar attitude from the owner before and received a written statement of opinion that I don't know if I should agree with or accept?

When the house was rented, there were accessories in the interior rooms. By this I mean reluxa, which turned out not to work. I received the answer from the owner that it is not part of the house (an addition) - so he is not obliged to replace or repair it. They also bought this from the previous owner. However, I was not informed about this, that there may be things that do not work. Similarly, it was soaked due to a faulty drain in the bathroom, which affected the ceiling of the living room. Following the repair of the soaking, the aesthetic defect of the ceiling was not repaired - referring to what was described above. Are these acceptable? (I informed the owner that I am requesting an opinion from organizations and the Municipality.) I would like and await your opinion.
