Neighbour from apartment upstairs is leaking water into our appartment

We live in apartment in VVE community; We have a water leaking through the celling into our appartment in 2 rooms; we raised issue to VVE and contacted neighbour directly but for 3 weeks now we don`t have any reply. Water is still leaking and damages in our appartment are growing. What can we do to make neighbour fixt leak and cover costs of our damages?
