Neighbor dispute

For more than a year me and my family have been verbally harassed by the neighbor living below our apartment. Claiming we make a lot of noise ever since he feels comfortable enough to ring our bell even at 23:00 to complain about sounds he gets to hear. He is taking initiative every time my partner is all alone with our two year old son, by shouting, cursing, even moving aggressively towards her trying to intimidate her. Every day he is banging walls, his ceiling at even when my son is in bed, on purpose to make a statement, to be seen. We have been calling the police/neighborhood police ever since, reporting his actions every now and then, also filling reports against him to the company who owns the building, recording proof of his actions without any luck.
In the meantime he is facing problems with more renters living in the same building.
Ultimately tomorrow afternoon the company (owners) made an appointment between us and the neighbor who is causing all this mess to resolve this. Representatives from the company will be present is that appointment.
I was hoping neighborhood police to join the appointment but it is not possible. Please advise me on this email.
