Kan een werkgever waarbij ik solliciteer juridische stappen tegen mij ondernemen?

A recruiter contacted me and set up an interview with an employer who is searching for a candidate like me. But the recruiter asked me first telephonically to confirm that I shall not do any interviews with any other employers until I have finished my interview through him and the decision is known. I found this a very forceful way of working.
Now he is asking me to confirm through email that I would not do any more interviews with any other employer. Suppose on email I give him this assurance and later he finds out that I am interviewing with other employers too, can he take any action against me legally?
