Is it illegal if a external PhD student was mentally abused by supervisors?

She is mentally abused by supervisors for a few years and finally sent to hospital by ambulance. She showed a series of wrose mental illness in the hospital. The student has physical evidence: emails, record evidence, medical report of hospital and a few witness of her supervisors' long-term misconduct on her.
