How can I set up a non-profit organization?

Together with a few other students, I am trying to set up an organization called 'Make a Smile'. The point of this organization is that we will coordinate volunteers to go to children's hospitals dressed in costumes to spend time with the children. It is originally a UK-based organization that is branching out to Europe now. We are a bit unsure on what exactly we would need to proceed. Would we need to register with the KvK? Would we all need to get VOG and if yes, is there a way to get it for free for NGOs?
