Compensation for placing new pipe?

Exactly two weeks ago our gas pipe was broken by drilling into it by someone renovating the space under our apartment. Our gas supply had to be stopped by the gas company resulting in us not being able to shower/bathe or use our stove. Note that there was a gas leakage that meant the fireman had to break inside the apartment.
Because the pipe is in an old building (1960) multiple parties claim that it can't be fixed so a new pipe has to go through our apartment which will be at all times visible due to the new safety regulations.
There is a lot of uncertainty who is actually responsible for the fix. The tenant of the space bellow (shop owners) offered to fix it quickly for us, but declined all our requests for a bill, warranty or any official paper to state the work that would have to be done. We firmly declined their offer because we think safety is the most important. In parallel, we tried putting pressure on the VvE to help us fix it and we are stuck at the phase of gathering different quotations which only delays the date of the fix.
Meanwhile, this has a huge impact on our lives: time, energy, mental wellbeing, relaxation (we used to bathe at least 3 times a week).
What kind of compensations are we entitled to for the fact that we don't have access to a service we pay for, an unscheduled construction work has to happen that changes the way our apartment looks like and that the fact that we completely have to plan our life around where we can shower etc?
