Legal questions about expense reimbursement

Good afternoon, I have been employed since 1 November 2009. Now I have in my contract under expense allowance: employee receives a fixed monthly allowance for the costs of commuting of €130,-. Now I have moved 22 months ago and I live closer. Now they want me to pay back a difference of €65 because I drive fewer kilometers. Is that allowed? The amount is in my contract, isn't it? This depends on several factors. Among other things, what else is stated in your employment contract. What is stated in this regard in the -possible- Collective Labor Agreement (CAO) and/or other handbooks of your employer. .
