Water damage due to replacement window frame

I suffered water damage due to replacement (end of 2019) of the window frame by the housing association in the living room. Then I have (apparently) water damage over time; especially during a downpour and when the wind is in the wrong direction & starts blowing. It is in a place where you do not see one two three or come quickly. So it is not quickly noticed. A window sill, radiator and wainscoting for the radiator are in front of the window frame. Now it is clearly visible and before Christmas I saw that my laminate shows a bulge. Then it was time for me to take action. Then I filed a complaint with the housing association. Now it is under attention, there it will be continued. But the question and help now is that I do not have home contents insurance, so I would like to hold the housing association liable for the damage to my laminate. Because it cannot be that this is not possible (because I do not have home contents insurance?), because it is clear that my laminate is in disarray due to water damage and the replacement of the window frame.
