Check settlement of annual energy and gas statement?

On Monday 11-12-2023 I received my annual energy and gas statement, which stated that I had to pay approximately 950 euros extra. After requesting the annual statement from the energy supplier, I saw that the contract was concluded on a shop below us. We do have our own (intermediate) meter, which provides insight into our own consumption, but the contract is shared. As a result, we have not been able to make full use of the price ceiling, while our consumption has remained below the consumption ceiling. We are also not entitled to compensation for block heating because it actually concerns 1 connection. The broker indicates that the annual statement has been calculated correctly and pays no further attention to this. Is it legally valid that, because the property owner has concluded the contract at 1 address and has not split it up, I cannot fully claim the price ceiling, which should apply per household?
