Compensation for people with block heating 2023?

The application was requested by the board of the VvE. The amount paid out was deposited directly into the account of the VvE and was therefore not paid out to the residents. I am not assertive/handy enough to bring this up with the board. In principle, I do not need legal advice, but I am looking for help in implementing the advice in order to still claim the amount that is due to me.

I have carried out point 1. It turns out that I have been too impatient. On January 16th we have an extra meeting and what do you know: my question (subject is an item at this meeting!
