Housing association rents out garage spaces in apartment buildings to companies?

They have built 4 large high-rise flats and for every 2 flats there is 1 large parking garage. When you are going to rent a house in the flat, it is stated in your rental contract that you (when you own/come into possession of a car) are obliged to rent a spot in one of those parking garages. In principle, there was always enough space in those parking garages for all residents who owned a car. Now the housing association in question has decided to rent the few empty spaces that were still there to companies in the area so that employees of those companies can park their cars there during the day. After work, these parking spaces are simply empty again all evening and night. Now I own a car and live in one of those flats and am therefore obliged to rent a spot in one of the parking garages. I would like that with pleasure, but I will be put on a waiting list because there are no more free spaces. The conclusion now is that I have to park my car elsewhere. Now almost everything in my area is a blue zone and I can hardly find a spot for my car anywhere. If I do find a spot, I run the risk of getting a ticket if I stay there for longer than 2 hours. So I would like a spot in the designated parking garage, but because the housing association has rented the spots to companies, it could take a very long time. Is there anything I can do about that?

I would like to see the lease agreement and know if you have already asked the landlord to rent the parking garage and how they responded. In general, it should apply that when the tenant is obliged to rent a parking space in the rental property, the landlord must also make it available. Closed parking garages are generally attributed to the rental property and the property valuation system also takes such spaces into account when determining the price. Thanks for your response, but my question seemed fairly clear to me and your questions seemed largely answered in the question. - The rental agreement states that residents of 1 of the 4 apartment buildings are OBLIGED to rent their own parking space in 1 of the 2 adjacent parking buildings if they own or are coming to own a car. - YES, I asked the landlord for a spot and the answer was that I would be put on a waiting list because there were no more free spots (the reason for this is that they rent spots to companies so that employees can park their car during the day). Video calling won't be easy for me, since I'm always at work during the day. I do need to be able to find the lease, although I've had it since 1984 so it must be well hidden ;-)
