Initiative for contact with tax authorities?

I received a letter with a request for reimbursement of allowances. In itself fine, but the amount is higher than I received in allowances. I have called the tax telephone 7 times (on different days and times) and 7 times I have not been able to speak to anyone. The telephone menu says every time: 'everyone is busy and the queue is unfortunately full. We request that you try again later and are now disconnecting the connection'. There is no other way to contact them. Every time I call I lose >2 minutes listening to a tape from the tax authorities. Should I pay the amount that seems reasonable to me and is the responsibility for contact then with the tax authorities? Or is that not how it works and should I just try to reach the tax telephone twice a day for the next few weeks? Or is there another way through which I can object?
