Bought a broken car, what now?

A week ago I bought a car from a dealer. Before leaving, I asked, as always, if there were any problems with the car, to which I received the answer NO. I got on the train, and my brother and I went to buy a car. When I arrived at the dealer's garage, he began to tell me how he got to Morocco in this car, that the car was presidential, that after the end of the war near my house in Ukraine I can drive it home. Accordingly, led me astray, and I bought a car. But when I drove home, I did not even get 60 km, the car broke down, errors on the panel began to light up, and the car does not respond to gas, does not gain speed above 10 km / h. After I wrote to him, he cheats on me every day, now today, then tomorrow, he said before the weekend that he would throw my money back, but did not send anything. I am abroad, I am from Ukraine, I do not know the laws in the Netherlands, I need help, because the dealer took advantage of my last money.
