What to do about identity fraud?

My daughter was hit by identity fraud about 5 years ago. In this case, phones with subscriptions were ordered in her name from all telephone providers. The phones were sent under her name and bank account number but to different addresses. We have been working for some time now to undo everything due to BKR registration. Now we are at the point that all providers have undone it via the fraud department and removed the BKR registration except for a telephone provider. They say it is their own fault and do not want to do anything about it. Is this a case of taking legal action to get the BKR removed? (we don't know anymore).Lawyer
