Accept registered letter ex?

I received a registered letter from my ex-partner. In this he makes proposals about our dealings with each other with regard to the children. There is no clear question in it for me. And I am therefore surprised that this is done in this way. This could also have been done via email in my opinion. I am now wondering whether I should send a certified letter back, or just send an email with my response. I find myself being suspicious because he sent it by registered mail and I'm afraid something else might follow. The letter does not say anything about this.
