Conditions for dismissal for economic reasons?

Company has requested dismissal for economic reasons. Works council is reviewing the proposal. Historically probably social plan. Since company hired me from North America (4 years ago) and I want to go back, and I want to have Greenleaf for example (difficult to find a job there. When staying in the Netherlands, a payment of x months (regardless of whether I find a new job in 1 month or not; local legislation does not pay benefits when working abroad) and compensation for moving back. How (and whether) can I best negotiate this with a manager or company (large)? In other words, can you then ask for an agreement in addition or something like that? I had cancer earlier this year and will be examined again in 2 weeks, but preferably not through sickness benefits. If one is not possible, what is?
