When is a day off from work considered a vacation day?

When is a roster-free day a holiday? I have requested and received vacation at work for the period from 22-8-2022 to 9-9-2022. Before that vacation period I have 2 roster days off and after the vacation I have 3 roster days off. Now I also want to take Friday August 19th off in order to have enough days off and to prepare for the vacation smoothly. Now a regulation has been drawn up by the employer and it states the following: 'You may request a maximum of 21 consecutive vacation days in the high season, which runs from May 1st to September 30th. The vacation request counts from your first vacation day + 20 days'. My question is whether that request may be refused on the basis of the aforementioned regulation. I hear from various people around me that they are not allowed to refuse, but before I start the conversation I would like some more certainty.

Such arrangements are often somewhat unclear in combination with roster-free days, but it is about the intention of the arrangement. The intention is that people are not absent for long and are sufficiently employable. In principle, your employer can and may refuse if the rule is that the number of days off is a maximum of 21.
