Pests (Ticks) from the neighbors' front yard

In our neighbors front yard there is a large tree 30 cm from the boundary. The branches of the tree come over the sidewalk and hang in our yard. Under the tree grows a lot of weeds and under that nests ticks. With the warm weather the ticks come via the wall to our side there are hundreds of them. Ticks are life-threatening so we kill them but it goes so far that the ticks also come inside. Reported to the municipality, the neighbors had to cut off the branches hanging over the sidewalk. The municipality could not do anything further for us, even though ticks are extremely dangerous. We have no contact with the neighbours due to differences of opinion about keeping the garden and living environment tidy. My question is what are my rights in this unhealthy situation?
