Want to tint dormer windows?

My neighbours had a dormer built a few years ago with 8 windows in it... I think it was more than 4 metres. Now they can peek into our yard all the time. When the weather is nice we sit there but always feel like we are being watched. Were we told here that the windows in this case should be tinted. Is this correct?
