Who has to pay for the felling permit and the felling of trees in my allotment garden?

I rent an allotment garden from an association, while the land is owned by the municipality of Amsterdam. If I want to cut down a tree with a circumference of > 31 cm, I must apply for a felling permit. Who should pay for that and who should then pay for the felling?
