Legal liability for 19 year old daughter

I divorced the father of our 2 daughters in 2013. Our youngest daughter lives with her father but lived with me for about a year. She has been living with her father for a year now but is still registered with me. Her father does not want this to be changed because he would have to pay more taxes. My daughter does not want to pass her father so the situation remains as it is now. Question: Can I change her address myself at the municipality? Next problem: my daughter is mentally unable to follow an education and/or work. She has many problems but all the help I have initiated has come to a dead end because she does not show up for appointments. Her father does not want to contribute to this. My daughter hides from the evil outside world by staying at home and not having any social contacts. She lives with her father but there is no good/safe home. She reverses her day/night rhythm and always eats alone and usually not very healthy. This situation has been going on for about 6 years now. Question: To what extent am I legally liable for any costs that have to be paid if my daughter (without income) cannot do this herself?Lawyer
You don't say whether your poet is an adult or not or whether she has a disability? You are not responsible for the debts your daughter makes when she is an adult, and she or her caregiver must register where she actually lives, with the father. That is a legal obligation.Lawyer
