Can a house be built two meters from the property line?

The neighbours are building a new house less than two metres from the property line, at 1.65 metres. There are 5 windows in the side wall on the ground floor, all of which look out onto our plot. 1 window is situated directly overlooking our front door, other windows look out onto two of our windows. In the original building plans, they had to build the house two metres from the property line, they themselves wanted the house situated in the middle of the plot. We did not agree with this, but when we indicated to the municipality that we did not want this, nothing was done about it and the neighbours continued building. Now that we have started looking into how we can plant the plants (height, what, is it allowed in front of windows, etc.), we have discovered that the way they are going to build now may not be legally permitted. There are also moving tilt and turn windows on the first floor. Our privacy is clearly being violated, we have not given permission. Are we in the right and what steps can we take? No transparent windows or windows may be installed at a distance of less than two metres that overlook the other property (Article 50 paragraph 1 of the Dutch Civil Code).
