Alimony story by the municipality

I have been on welfare since 25-01-2018. I have been trying to pay maintenance for my son for years, and he has disappeared to the UK. My son is now almost 21, date of birth 11-01-2001. Recently, the LBIO, after our own investigation, found my ex-boyfriend there. My son immediately took over the business and is in contact with the LBIO. In fact, the Municipality is only entitled to the period from 25-01-2018 to 11-01-2019. Now that money may be obtained, the Municipality wants to collect it for my social assistance benefit, while the business is in my son's name. Are they allowed to just do this?

Receiving child support will reduce your entitlement to benefits if your son was living with you at the time. Payments prior to the benefit date should not be withheld in principle.
