Neighbor discharges rainwater into our gutter

Until recently, our neighbor (i.e. the landlord) discharged his rainwater (flat roof) via a pipe in a private gutter between our detached but adjacent houses to a private pipe in front of the street. After water damage to both the neighbors and to us, it turned out that the drainage and overflow of the rain pipe could not cope with heavy rainfall and the gutter on both sides overflowed. As an emergency solution, without consulting us, the pipe from the neighbor's flat roof was laid directly to our gutter. We already share this gutter with the neighbors on the other side. Now, weeks later, the situation is still the same and the neighbor does not respond to our request to find a permanent solution to his problem. Talking to him is not an option since he does not live in the house himself and we therefore never see him. The question is, can a neighbor simply discharge rainwater into our gutter because his own gutter cannot cope and can I possibly remove his rain pipe from my gutter myself and then let it drain directly into the street.Lawyer
