What to do about overhanging conifer branches?

Our fire path borders a high and wide conifer hedge, some spots are dead and a lot of rubbish comes out, even if you have to pass by! There are branches hanging over the property line, making the path narrow. We asked the man if he wants to prune the confiren back to the property boundary, but he doesn't want to otherwise they might die and only a trunk will remain. What if we prune ourselves? And the conifers die, are we liable?

You can warn him in writing to remove the overhanging branches in a suitable season. If he refuses, you can do it at his expense. The conifers are not supposed to die by removing branches, so you can hire a gardener who can give advice at the neighbor's expense.
