What to do with violated right of way?

There is a path between our house and that of our neighbours, approximately 2.5m wide x 15m long. The tenant blocks access to the corridor to which the right of way applies with his car on a daily basis. In addition, he installed a gate and thus claimed approximately 15m2 of the communal hallway as a garden.
