What steps should I take to force a healthcare provider to reimburse over-declared hours?

A care provider (self-employed with her own company) has declared many more hours (and received payment from my PGB) than she actually worked. I found this out afterwards. The care provider has since been 'fired' by me. I have tried to reclaim the overpaid amount from the care provider both verbally and in writing, but she does not respond to phone calls, emails, letters or apps. It concerns an amount of € 1400.
