Can my neighbor place a windbreak on the balcony?

My mother lives next door to an apartment. The apartment is 1.5 meters forward, so when my mother is in the room she looks at a wall with a window from the neighbors. The neighbours' balcony is also slightly forward. The neighbor has now installed a 2-meter high roll-up wind screen on the balcony, which is now used as a permanent screen. The screen does not roll up when not in use. Now my mother sits in the living room and looks at the screen. This screen is also visible from public roads. Other residents neatly roll up their screen when not in use. Should my mother accept this?
