Shared barn and its roof

My neighbour wants to provide our shared roof, but only his part, with new bitumen. I had a carport built against the shed afterwards, so I don't have to replace anything on the roof. My neighbour has had this since the construction. Since the construction, we have had one rainwater drain that is attached to the neighbour's side. Now he wants to burn another layer of bitumen over the existing bitumen. For me, this means that the rainwater will no longer flow towards the rainwater drain because there is a double layer of bitumen. Now my neighbour says that I have to come up with a solution myself to drain the rainwater. Is he allowed to do this? Or, if this causes me problems, should he take this into account and spare me the costs?
