Who is responsible for a manufacturing defect in a bicycle?

2.5 years ago I bought a new bike from an official dealer in Zwolle. Today the chain strap snapped in the middle of a very dangerous intersection in Amsterdam. This is just outside the warranty period. The bike repairman around the corner from where this happened called the bike manufacturer. The manufacturer states that this bike should have been recalled by the dealer. The dealer states that they did this by post, but I have not received any message about this. The manufacturer no longer accepts bikes back, because the recall campaign is closed. The dealer states that they have fulfilled their obligation by sending everyone a letter once. Fitting a new tire costs 400 euros. Who is responsible for repairing my bike?

The dealer must prove that they tried to contact you by post and if you did not respond quickly enough, they also tried to contact you in another way. (given the seriousness of the matter and the danger to life and limb) I can hold your bike mechanic liable for the extra costs on that basis.
