Why no compensation after scooter theft?

My scooter was stolen and found again. 2 suspects were arrested and both went to court and were punished for it. Since the scooter has damage, it has to be repaired. The insurance pays out an amount of 996 for what has to be repaired, but to make the scooter whole again it costs 190 more and I still have 135 deductible and 30 collection costs. I submitted all this to the judge, but that was rejected. I ask myself why? Now I have all extra costs while someone else took care of these costs. How is this possible?
