Is a zoning plan change a real possibility?

I own a plot of land that has an agricultural designation but on which I would like to build a house. There used to be a house on this plot, which was demolished about 50 years ago, and it also had a house number. Is there a realistic chance of a change in the zoning plan so that it can be built on my plot (again)?
