How can I follow up on overdue maintenance from neighbors?

I bought a house in The Hague. Adjacent to our roof terrace is a high wall that needs to be repaired. The wall has overdue maintenance and can eventually cause damage to our roof terrace and leaks. The plasterwork is also coming loose. Our contractor has come up with a temporary solution for the leaks, but this is not a long-term solution that will last for years. The wall belongs to the house next door. Our neighbours' house is a rental property and is managed by an estate agent. The estate agent and his contractor came by. While viewing it, his contractor said that the wall did indeed need to be replaced. The estate agent did not follow this advice and informed me that the owner of the house has chosen not to repair the wall (or have it repaired) because the leak has already been provisionally resolved by our contractor.
