Convert outbuilding

I have an existing, insulated and founded outbuilding. I want to convert it into an extra bedroom annex workspace with its own toilet/shower facilities. No kitchen, no permanent residence and no B&B. Do I need to apply for a permit from the municipality for this?

There is a good chance that this is prohibited in the zoning plan because it is an extension of the main building and bedrooms may not be built downstairs. It may still be possible to permit it via the small-scale scheme. I can look into this for you.

Aha okay. Does it make a difference if it is only an incidental sleeping space (guests) and otherwise just as a work space or is that irrelevant?

It is relevant how the space looks inside, and you also make it independent. Now nothing will be enforced so quickly and if that is the case, then it must be examined whether the situation can still be licensed. With independent spaces it is so that that is often not really a problem as long as an extra person does not register at your address.
