What are my rights as a buyer of a plot on a recreational park?

I have been living on a recreation park for 14 years (with permission from the municipality) and for 14 years there has been a garden between me and my neighbors. A new chalet has been on the plot next to mine for a week now and there is no garden between them anymore. Is this allowed? If I had known this 14 years ago I would never have bought it.

You call the piece of land a garden: but was it registered as a plot at the recreation park? In that case, it can simply be built on. Right of view can be established in an easement, but I don't think that is the case.
