Clothesline on balcony must be removed

I received a letter from the housing association requesting that I remove my washing line attached to the balcony, which has been hanging there for about ten years. I live on the 2nd floor and the neighbor on the ground floor complained about this (this was only after 10 years), the laundry did not obstruct her view or cause any nuisance in any way. Do I have to comply with the housing association's request? The letter is somewhat threatening in tone in the sense that if the washing line is not removed within 1 week, other sanctions will follow. Do house rules or provisions in your rental agreement prohibit this use? Otherwise, I see no legal basis for the prohibition.
