I have submitted a request for boundary relocation (20 years in good faith) concerning municipal land and I have the following sentence in a letter from the municipality to the previous owner of the property: 'The separation between the house and the municipal plot (i.e. a strip of paved land directly adjacent to my property) that is used by Mr. Leeuwenburgh, BELONGS to be arranged by the latter and the municipal official. What is the meaning of belongs in this sentence, if it belongs to my land (house/plot) then I have also become the owner after 20 years

That word is written badly and not directly related to a preceding sentence. Perhaps you should ask what they mean by this. Did you use the land in good faith or do you miss that? Only in the latter case could there be a question of acquisition of ownership by prescription.
