Care home in the backyard: what can I do about this?

My neighbor is allowed to build a care home in his backyard. The garden is 14 meters and the house will be 8.5 meters long and 2.7 meters high. The width of the house and garden is 6 meters. The house will be located on the south/west next to my garden. This gives me a lot of shade. Is this allowed??

Usually these types of manor houses are temporarily permitted, but that is separate from any civil rights you may have, such as the right not to be unlawfully deprived of sunlight.
