What can I do if the previous owner wants to turn off all utilities?

Two years ago my partner and I took over the company (tree nursery). Agreements were made at the time about many things, which are also on paper. We have fulfilled everything so far. But now the former owner has set an ultimatum: That we will have all utilities under our own management as of April 1. We are still affiliated with the old owner and have a written obligation to make every effort to manage everything ourselves. We already requested the electricity in September, but due to the corona and high traffic they still haven't been able to do anything. We couldn't apply for it earlier either, because we first had to build our own driveway, which was done in October. The water has also been requested and a water well has to be built, which we have to order (we did this week) We were supposed to connect fiber optic last week, but now the cable has disappeared, so we have to wait for the contractor to reinstall the cable. I believe we have fulfilled that obligation to make an effort. And if someone were to simply disconnect a company from all utilities, the company would no longer be able to do business and would therefore go bankrupt. What rights do I have?Lawyer
