What can I do? Pigeon droppings

I have been suffering from pigeon nuisance for years because my downstairs neighbor keeps feeding them. The neighbor is impossible to talk to and keeps going. There are now more than 50 pigeons and also herons. I have repeatedly emailed the housing association Eigen Haard about the nuisance. They say that woman is old (80 or so) it is the only thing she has. But that does not give the right to take away our living pleasure. We can't even sit on the balcony because it is full of pigeon droppings. And certainly not hang anything outside to freshen up. I also recently saw that there are rats. I have sent photos and a video to the housing association but they have removed trees in the garden but they were/are not there either, it is on the roofs and window frames and edges. I have those fake crows on my balcony but they are also just covered in bird droppings. I am sick myself and find it annoying that I can't even sit on my balcony. And that I always have to clean a thick layer of pigeon droppings. It is not a small amount either. What is the best thing to do?Lawyer
If this concerns the same landlord, the nuisance leads to a defect in the rented property (your home) and you can hold the landlord accountable to reduce or remove the nuisance. Now the fact that the lady is attached is not a good argument. Perhaps something else can be arranged for her indoors?
