Why a declaration of inheritance?

I have a joint account with my mother at the bank, she has passed away and there is no will. When cancelling the account it turned out that a declaration of inheritance was required because a family member (sister) was being difficult. There is no more money in the account, there are no outstanding debts and the inheritance (estate) no longer exists. Now I have to pay between €500 and €700 through a notary to get a certificate of inheritance just to cancel an account. It is not possible to contact the family member, she refuses to cooperate. Is there a way to close the account without the statement? It is of course not normal that I have to spend so much money to close an account that has no amount on it.
