What can we do about the damage to our view caused by our neighbours' pergola awning?

Last year in July our neighbours had a pergola sunshade of over 3m high installed. It concerns an enormous black profile with a black cloth. We live in a drive-inn house. From our living room we now look at a huge black frame. The frame runs for more than half along the side of our slatted balcony. On the ground floor the screen completely blocks the evening sun. Is this allowed?
