Buying a house: Offer subject to viewing

An estate agent has asked us to make an offer in order to be invited to a viewing (possibly) on that basis. Now I wonder whether this is allowed, but especially what implications this offer has if we are actually interested after the viewing and want to continue negotiations. Will this offer remain valid or can we also adjust it downwards (without giving an explanation)? Thanks in advance!Lawyer
