What is the best way to get an urgent declaration for a home?

Dear lawyers, I am writing this on behalf of a dialysis patient. 4 months ago a young man of 42 lost both kidneys. Since then he has been on dialysis 3 times a week. He lives in 1 apartment with 2 other housemates. However, since his illness he has had great difficulty sharing an apartment and wants to move to Zoetermeer where his caregiver also lives. We have received a medical statement from his nephrologist stating that the gentleman needs his own place and is dependent on his caregiver. In addition, all necessary documents were collected and submitted to the housing association DGW in order to obtain an urgency declaration. But unfortunately the request was rejected. The reason they state is that the person can live independently and there is no need to move to Zoetermeer where the caregiver also lives. We will receive the letter within 2 weeks and then we can file an objection. We would like to know what the best way is to help this gentleman with the urgency declaration for a home. An objection will indeed have to be filed. You will then have to attach all the documents you mention. It may also be wise to hire a lawyer or legal aid provider who can assist him in this preservation procedure.
