When am I entitled to a voucher or a refund for a holiday?

Last year (2020) we booked a holiday during the May holidays at a holiday park on one of the Wadden Islands. At that time, due to the current lockdown (I still doubt whether there was a lockdown at that time) and the fact that all facilities in the park were closed, we were given the opportunity to book this holiday at a later date. We received a voucher. We rebooked the holiday for the carnival holiday of this year. Now it looks like we are facing the same situation again. The current lockdown and curfew apply until February 9, with a good chance that it will be extended. We booked on February 12. Are we now entitled to a voucher or possibly a refund? We have had email contact with the park in question and according to them that is not the case. The park is open. In our opinion, the situation is the same as in 2020 and there will be few to no facilities open/available in the park and on the island
