Who decides: company doctor or psychiatrist?

I have been admitted to the emergency department of a psychiatric hospital. The company doctor wants an accelerated trajectory in the hospital to get me back on the work floor quickly. The psychiatrist at the psychiatric hospital finds that very undesirable. He wants a 'normal' trajectory that takes longer.
