Municipality reminder costs: What now?

Can the Municipality immediately charge €7.00 in reminder costs upon the first reminder? I was under the impression that I had paid when issuing the mandate for direct debit. This now appears not to be the case. I now receive a reminder with 7 euros reminder costs. I have not paid them.Lawyer
