VVE is dissolved; all bank balances of the members have been paid out except for 1 member; this member has left for abroad without leaving an address; what to do with the balance;

This person left for abroad 2 years ago without stating a destination; emailed several last known (email) addresses; no response; last known bank account number blocked. Apparently he does not want any contact. We intend to send a registered letter to his old address (for the sake of form). That seems like a good idea to me and in that letter you can set a term of, for example, a month. If you do not hear anything within that term, you as a board can decide to give the amount that he is owed a different destination.
