VVE Cost sharing in case of moisture problems

We live in a house consisting of a ground floor apartment and a top floor apartment. Together we are 1 VVE. In the ground floor apartment there is damage due to rising damp from groundwater. Costs associated with this are: 1) injection to prevent further rising damp, 2) removing mould, 3) if walls are dry, plastering and painting. Can these costs be shared by the VVE, or are all costs for the ground floor apartment? Foundation is for the VVE, and here there is clearly a problem with the foundation that is in contact with groundwater and therefore makes the walls of the basement damp.
